I once ship scanned the CONCORD frigates for a laugh, and was surprised when I got a scan result. It was fitted with 2 med turrets and 2 smalls as far as I remember, quite a shock for a frigate.

Thats because your tracking's a factor too. Up to optimum, you loose no damage from maximum except for accuracy related issues from tracking. Up to the end of falloff, this declines to about 1/4 - 1/3 of maximum damage then you can barely hit, but...
